The most effective bulletproof armor only cover >.38 caliber rounds, and M4A1 and other weapons of that caliber are something like .45 caliber.

The bulletproof police wear are only effective against smaller rounds, but I'm sure military armor can stop a rifle round (the wearer would still be pretty injured though).
