Actually, what if I represent numerous scattered tribes in North Africa, that remain divided due to regular tribal squabbles.

You could draw any borders (preferably all along the coast because of known existence).  I would like to start with 6-10 tribes with an average population of 9200 each.

If that's the case you'll be drawing the borders, or Watcher.

Proposed land area of Barbary states.  Remember that not all states are on good terms.  Many are currently at war.  The dots that are added are stronghold towns, and within every kingdom, there are divided peoples, many of the tribes oppressed and not on good terms with the ruling state.  Blood allies are included in borders together, and are usually more united territories.

Shaded area is the Barbary states' area of influence.  The darker the shading, the greater influence.

Word begins to spread westward of a hospitable people to the east who have with them "many great things of wonder"
