Well, first off the war in the middle east isn't entirely based on foreign oil. That's a pretty naive thing to say. That said, it's also pretty naive to say it's purely against terrorism. Regardless, the war we're fighting there is also to aid foreign nations so even if we solve our foreign oil dependency the war would not be over.
Second, what I said is true. Have you looked at the efficiency of solar panels lately? 1 square foot of solar panel ~= 10 watts. The average oil turbine runs at 480 megawatts, or 480,000,000 watts. That's 48,000,000 square feet of solar paneling. Also, solar panels only work during the day. :S
