The reason some rulebreakers go unpunished is for a few reasons. One being that the admins/mods can't see everything thing that goes on in the server at once. And if every time someone went off and screamed "FREEKILL" the admins banned the person that did it there wouldn't be any players.
trust me, I've moderated the server. When you're playing and someone says freekill there's not much you can do, especially as a simple moderator. It's also hectic when trying to keep track of 20+ players, who kills who, who kills for what reasons, was that kill an accident because the person was caught in crossfire or was it on purpose? There's really no way to tell.

I can't believe it but the people who scream "axo ban this axo kik that" can be false at times. I only kick freekillers if I spy the killer and see it is a freekill, or if more than 1 person says that the person is freekilling.
Of course, multiple freekills will have harder punishments when I ban. (x2 freekill = 10 minute ban or a kick, x3 freekill = 30 minute ban, x4 or up = 60 minutes, or even day bans; these times are just approximate)
If you're multiple freekilling just because "ogm fuk dis sreVER", then I'll just 3+ day ban you or more. One person (I'll call this Person A) got banned for 5 days because I know that he's a civilized person, but he multiple freekilled just to show his hate on the server.
Not showing any change after a temp ban due to a bad incident that the offender did (For example, if Person A multiple freekills again, I will permanently ban him) is a road to a permaban.
