No. Filipe is actually a really good driver, he's posted a video on a suggestion topic and I've seen him drive. He does very well.
Lalam and ephi may be good, but that isn't the only reason Filipe is getting votes

It's not hard to win at speedkart, about 99.5% of the blockland community cant even pull out without being handicapped.

Probably the main reason nobody can get any good, they cant practise.
