Most blimps use Helium, which is non-combustible and expensive in order to fill the volume of a blimp.  Only the Hindenburg and prior blimps used Hydrogen, which was extremely combustible and less expensive, but that was back in 1937.  It's not economical and billions of dollars that can be wasted with one bullet if they are stupid enough to use Hydrogen.

If you choose to armor it, good luck with finding enough Helium to get it off the ground.

The module seems to function well.  In a vacuumed white room, the module floated with no gas leaks.  No pipes are leaking.

Testing is complete and it can be taken back to Zenith.

That is really a curious offer.  Since you are not declared as a Sovereign State, I cannot give you full land rights like those of embassies.

I can offer you an office for diplomatic relations and allow you to include a recruitment center.  A training facility, however, I cannot offer due to Erinaum's strict interior laws.

If you would like to use the land and own it with complete OCS Ownership, I can sell the land to you.


As an interior province (non-embassy), you must adhere to rules and fines that are issued to you.

1)
      a)  Money may not flow in or out unless in the form of a service.  Erinaum may not fund OCS operations, nor OCS to Erinaum's operations, unless it is a joint business, diplomatic or combat assistance venture.  This includes complete land tax exemption.

      b)  You must allow Erinamese Officials to investigate affairs quarterly, to make sure that no illegal cash flow is present.

2)  You must pay for utilities and pay Erinaum's Utilities Exportation Tax rate.

3)  All recruitment posters and their placement must be approved by the Erinamese government.^?

4)  There shall be no firing of firearms outside, within visible view, or within audible range.^!

5)  You must agree to sign a neutrality pact with Erinaum and its allies.

You can still have the land, you just can't do certain things that would jeopardize the peace of the interior of an urban area and must use your own funds for the construction and upkeep of the facility.  You are also not allowed to have illegal assets.

That's it.  All the rest, you are free to exercise.  If you want to light a bonfire on your office's front lawn for a community gathering, it's your land.  No one can stop you.  If you want to release a herd of wild hippos all over your offices, then go ahead, but they just can't end up on Erinamese land.  You have pretty much free license to do whatever you want so long as it does not affect civilian life.^!
