Very well, a recruitment center will be construct, and act as an, "embassy," of sorts.  However, a training center would be vital, as it's good to expose new recruits to a variety of different environments.  Is it not possible the center could be built away from any civilization?  Like, in a forest out of audible range of any cities/towns?

NOTE: This will be a MUCH larger feat than going to the moon. The moon is quite close to our Earth, however Mars, a full blown PLANET is quite far away! With our current tech (that i know of) the fastest route would likely take 9 months.
