so..how do i get the mount facing the right way? :P

the mountpoint should be oriented so that its +Y axis is pointing in the same direction as the vehicle, and the +Z axis of the mountpoint should be pointing upward.

No, the small end of the bone goes along the Y axis, so that should be facing the direction of the vehicle.
Also, you should be rotating the bone in edit mode, not object mode.

Try resetting the rotation of the bone in object mode (hotkey is alt+R). Resetting the edit mode rotation is probably a good idea too. Then rotate the bone to how you want it (in edit mode).

You can also have Blender display the axis of the bones to make things easier (object data tab (stick figure)>display section>axis checkbock)

No that is backwards, the small "tail" end of the bone should be pointing toward the front of the vehicle.

Yes and no. The Z axis should be facing up, not forward, but that is how it should look when oriented correctly.
You rotated the bone while in object mode looks like. :X

Though I guess I should have also mentioned that you can only see the bone axises while in edit mode, and the axises will appear on the tail end of the bones.
