it wouldn't be creepy necessarily, but if you actually had love with them it would be morally wrong because they're 13. unless you're like 14 or 15 or also 13. in which case I don't really think there's an issue

also, if you weren't aware they were that young, it would be ok too. because that would mean in a way that they tricked you into having love with them. and the impressionability of young ones is the only real issue with doing it with a kid imo. their age alone isn't that big of a deal, it's just that they can't give any kind of reliable consent. but, obviously, if they made you think they were older then that would be on them rather than you
