Jigglypuff is op, that is if play her right. Hardly a joke character.

In Melee, yes. She was my main then. But in Brawl? I wouldn't say joke, but she's far from what she was before. I think Ganondorf is Brawl's joke character. A fun game you should try with your friends is an all-Ganon fight in 75m. Absolutely hilarious. :K

Rest was nerfed. She also became much more frail. If you don't believe me, the official tier list shows a huge drop from melee to brawl. I know a lot of you are iffy on tier lists, but I find them to be reliable in terms of ranking characters. The Smash wiki often elaborates on the reasoning for a character's tiering, and the constant revisions and statistics behind their tiering makes it seem quite credible, at least to me.

Also, low tier characters DO have strengths over high-tier characters at times. There are a lot of great low-tier players out there, like this one famous Lucas player that I don't know the name of (I'm not very active in the Smash community).

This, lol. It's a scrub's excuse for not know how to play as Ganondurf.

Tiers are everything. Melee and Brawl's production was made with the imagination of large scaled tournaments.
Just look at apex. More people participate in tourneys than actual casual dipstuff play.

Hopefully the next game will "shake" the tier list up and give us a surprise.
As for the current brawl, meta is banned in my school tourney. So I use ice climbers, if picked then I will counter
with Olimar or Captain. Falcon.

Tiers are stuff. I think King Dedede is one of the worst characters in the game and I never even come close to winning when I play as him, but as Luigi, I kick ass. Yet he's 16 places lower than King Dedede. I'm not entirely sure what these tiers are based on but there are just certain characters that you're good with and certain characters that you aren't good with.
