You can rob them? By like, just holding a gun at them, or what? Cool.
I love the way that the police have a completely different mindset when acting towards NPCs and Players.
You either have to fire a gun, or have a chase go on for ages, or cause a lot of damage/harm before you get a 2-star wanted level and police open fire.
But pedestrians can do a single small crime, like punching someone, and they get blasted away.
At the Sandy Shores Hospital/Police Station there's often a female police officer stood outside the Hospital side if you respawn there (at least on single player).
There are usually other npcs around too, and most of them, being rednecks, are capable of angering to a fight.
If you go up to them and talk to them, until you start insulting, they can start to attack.
If you then lure them close to the police officer and let them smack you in the face, the police officer will turn around, shout at them and then fire right into their chest.
My brother was messing around with this the other day, and she killed a civilian (one of the ones who sits next to the building), and then ran away from the building aiming her gun at the lifeless body.
Someone's dog from elsewhere came in from behind her and mauled her to death. Crazy things happen in GTA 5.
