And in what format would you like that evidence? A webcam of people coding at a computer, or what?
People don't usually make this claim when a game is being created to begin with.
Well, the leaked logs that were extracted from the game disc and also taken from Rockstar suggest the game has been in development as long as the other versions, and the updates on SteamDB are rare and they aren't having a lot of people playtesting the game.

That suggests to me the game isn't being actively worked on because it's done. Furthermore, why would they say the game needs "further enhancements and polish" a week after saying it wouldn't be delayed, and only with a single comment by a Rockstar PR person in the comment section of the new trailer? If the game really needed even more time, surely they would have made a bigger deal and apologised in its own news post? It smells fishy.

Because they're a business and apologising is a PR tactic to make people less angry. Most good PR companies "apologise" for the most ridiculous inconveniences.

EDIT:

I think it's quite clear that Rockstar believe they aren't going to succeed on the PC except with the most dedicated fans of the franchise and not the platform, so they're really not bothering any more because they know they'll get just a few sales and that's all they want. People like CD Projekt Red and 2K Games have much better reputations on PC and they're not going to content with that.

would you rather have a stufftily optimized PC version, like GTA IV? or would you like it to be polished and actually playable? seriously dude, 2 months isn't even that long. if it bothers you that much, get a PS4 or something. it's probably done, yeah, but I'm fairly certain they're working on making it the best possible PC experience, and they're delaying it just to make sure it's going to be perfect. remember how GTA was delayed at first? then it got released and it won game of the year, right? yeah. just be patient.

2 months is nowhere near enough time to fix whatever state GTA IV was in, and it's nowhere near enough time for any significant work to be done on the PC version, considering they're still "working" on GTA Online and supposedly some DLC.

I cannot fathom why you're buying into what is supposed to be an excuse so that Rockstar and conveniently hold off on the PC version and sell out the next gen version. After watching Rockstar burn GTA IV's PC version, not release Red Dead Redemption on PC, completely destroy Team Bondi (one of Australia's only AAA studios) and so on, so forth, I have very little confidence in anything that Rockstar do these days. I'm a critic. If it comes out that the PC version is the most incredible game ever, then I will eat my words, but right now based on their history, I'm not getting my hopes up.

if people can do it in TF2 Multiplayer, you can probably do it in GTA V Multiplayer.


In TF2 the files are mostly open source and unencrypted, all you really have to do is make a new file in a folder and the game uses it instead of the old one.

I don't think it'll be the same with GTAV. Rockstar and Valve most likely package their stuff differently, you'll probably have to use official tools or decompilers.

we did the same thing with gta iv and it was the third most modded game ever.

uh, textures are locally stored files that unless you do checksums for everything or try and encrypt the local files (which seems ridiculous for textures) you can just replace them with your own.

hey i said its possible to detect them and block them, i never said that they will do something about it. unless it interferes with other peoples gameplay they wont care
