yes there is, there is random drivers and random npc walking

much, much less than single player. But yes, there are NPC's going about their business walking and driving around.

there's plenty of NPCs, just not as much as singleplayer. still a lot though.

Same here. The problem could be Xbox Live.

I think this is true or not that the Xbox Live servers are starting to mess with the PSN servers because yesterday it was working fine.
