GTA IV has a hard enough time running high-end systems, it can be a hit or a miss. You're on a laptop with an Intel HD 3000.

There are community fixes and workarounds for some laptops, but I have no idea how well they actually help the game. I wouldn't recommend trying to run GTA IV on that.
