Maybe some people just want to go around the city without being killed by that jackass with the insurgent that has an MG? Before you say "Then just don't play with them!!" hate to tell you but people still like playing in multiplayer. Not everyone is playing to kill 24/7

The MG Insurgent is one of the most useless vehicles for PvP because you can get shot right out of the cannon.
