The riots are supressed, as people see the ideals are not worth fighting, when diplomacy and democracy can be a better way to go about it. After the leader promises new elections, most of the riots die down. Also they didn't care enough to have their eyes burned out by tear gas. Polls have started for the new elections, as extra policemen are sent out to make sure crowds don't riot again.

If all foreign troops could leave Atsina, that would be great.

Plexians go into space.  A base is being built on the dark side of the moon (but not too far into the dark).  Solar panels power it when it is in sunlight, and a cable connects it to the other side that also collects solar energy.
