Whether stuff looks "crap" is always set by the modern graphics standard, not by the release time of the game
So Battlefield 2 looks like crap

spore actually does have pretty satisfying city and world destruction.
but at that point in the game, thats all there is to do and it gets old fast.

buy battlefield 4 in a few months

Please tell me there is some type of game where you can be a god or whatever and have all kinds of ways to destroy it and stuff

Optional things;
Able to build up the city first
Physics
Ehhh...? Blockland? c: Just build a city and presto, you can use events w/physics and stuff.

this game was released in 2005.  now to your stuff-stained eyesight, this is "outdated and ugly", but even today i think it's still one of the prettiest games out there.  when this game came out this was like the top of the line for graphics (massive amount of fur+grass+leaf + physics, light reflections, real time shadows, bloom, tons of post-processing), hell i couldn't even run it on highest settings until at least 2 years later, and to this day i still play it from time to time because it's one hell of a fun god-game/city builder.  to even say "no" because it has dated graphics yet fit OP's criteria is appalling.

Like I said, i'm looking more into modern cities rather than ancient, but if I don't find anything else then I would probably look into getting it.
