Sounds like a Kalphiter statistic, you sure it's not 7.32%?
You're actually correct. Before rounding RTB reduces your framerate 7.3%ish.

GPU: GTX 560 Ti @ 900MHz

If my computer is "stuff" I'd hate to see how much RTB affects the framerate on a computer less powerful than mine.

The actual issue is that Torque sucks.

With max shaders, I still get 30-45 frames a second, depending on the amount of bricks effecting the speed.
Without shaders enabled at all, I get about 120 frames a second.

What's your graphics card?

OT: Nothing: ~20-40 looking at ~5000 bricks

Minimum Shaders: ~17 FPS

Medium: 6-9 FPS

Maximum: 4-7 FPS

GPU: Geforce 210 (aka do not buy that gpu)
