Um, it doesn't sound like it has to do with CityMod, 'cause Vaux and Brian don't seem to be in on it.

Here are some ideas:

From what I read, the mayor is able to manage the City's treasury fund.
How about making them in charge of expanding roads.
This way the city will get bigger without the need for admins to add to the map.

Also, what if roads were to be able to get damaged over time?
Making vehicles go slower when riding over damaged roads.
And the mayor has to decide which roads to fix, but it blocks the roads for some time, giving a dynamic feel to the city.

To make the weather do something, why not make the roads slippery when it snows?

Here are some ideas:

Roads would have to be objects and the map would have to be limitless, which means SOMEONE will end up building at the end of a road or something, unless they auto-fix themselves

fun concept, but again, requires objects and vehicles would have to become bots instead to be able to change variables.

All of that requires a lot of new content and changes the behavior of a lot of other stuff. Sure, having objects instead of brick-built roads drops the brickcount, but it takes longer to download the files.

If anyone was willing to make collision meshes for the turns of these you could build complex road systems with very few bricks.

This wouldn't be very wise to do because of the roads colliding with players' builds.  An example would be: There's a 32x road.  This road has houses on each side of it.  If the road were to be upgraded to a 64x, those houses would be destroyed/glitched inside the new road.

Yeah, this can be done.  I'll talk to adin about it, for the roads being damaged.

I can do a little trickery and make all the cars' wheels slippery when its raining/snowing :)

This wouldn't be very wise to do because of the roads colliding with players' builds.  An example would be: There's a 32x road.  This road has houses on each side of it.  If the road were to be upgraded to a 64x, those houses would be destroyed/glitched inside the new road.
I'me pretty sure he meant not the roads expanding, but the network of roads expanding.
So instead of needing an admin to make more roads for houses, the mayor can do it.

Also, I'd like to add something that I think is really important.

There should be very few rules on the server that one has to follow.

Sounds like a horrible idea, right? Not really.

A game should not be based around rules that you have to follow based on your own accord, especially when people don't give a damn these days about memorizing and following guidelines.

Rules should be "integrated" into the game. Through this, players can feel more natural and gameplay can be more fluent if no one is forcing themselves into a personality or whatever.

I'm not sure how to explain it other than that.

And if this was already planned, fugget.

what I will answer is this:
rules will be minimized to the basics. I'm not going to write 20 build rules in 7 languages, I'm going to make 2, and if you can't figure it out from there and you make an ugly mess... Well, stuff son, that's just not gonna work.

Do you take me for a joke? One size of road? There are like 6 different road scales, not to mention style, borders, sidewalks, etc etc.
Vaux is completely right. If the mayor upgraded the roads to a large size, it would bork up lots.
