It is. If you enter Safe Mode regularly or with Networking, it simply restarts the computer. The only way to bypass it is to use Safe Mode with Command Prompt, where it doesn't load Explorer.

Because people are idiots and don't know the command prompt commands?
My problem is that I always reflexively try to use ls instead of dir.

Are there actual things called moneypaks that you can get in stores?

My dads laptop got this once, he fixed it by booting a program from a flash drive that temporarily disable programs that run on startup. Then malwarebytes kicked its ass.
