An unspoken rule is that neutral disasters of any kind cannot be voided unless by the OP. Since America would have had tons of communications satellites in orbit, the location would make sense. Pretty sure that a forestry service would have a satellite or two for observation.
Satellite is out of my control. Not my place to shoot down what's in your airspace.

I'd like to add to this: In the history of Earth RPs, whenever a disaster happened, no one could void it except the OP, or anyone who was appointed by the OP to carry out voiding actions. This means that not even the person who posted the disaster could void it. Once it happens, it happens.
