Grapple Rope Upgrade

Can someone fix up the RTB grapple rope for vehicles? I want to finish my coast guard RP server soon, but need this for drops. I simply want it to grab vehicles.

No, out of a vehicle, being able to grapple and hold on a vehicle.

EDIT: Think of the Coast Guard tow cables, which is what I am going for.

TRIPLE EDIT: Could you make it be able to grapple on players?

What I would want is a Just Cause-style grapple, with grappling towards where you connect, and connecting people and vehicles to placed grapples. Sort of like the hookshot, but with the other feature.
