Clicking it doesn't seem to do anything. I thought it might have something to do with steam downloading things but it's always there.

it might be a force reconnect button for when the Dota network glitches out and doesn't let you connect after relaunching the game or Steam.

Whoops I just figured it out, It's Nvidia Shadowplay, Didn't know it was turned on and I didn't know it showed an icon q.q
