it would be handy to get addons, and relatively easy to upload things
make this happen

does workshop allow for a level of quality + safeness to be ensured? rtb is already a pretty perfect medium of add-on exchange because it's good at doing that, along with being fit for blockland instead of steam. i imagine they have might a plan for increased add-on volumes as well

ofc rtb is non-standard, which is a bit inconvenient

That's a problem, not a feature.

1. New people are able to upload trash quality content without a moderator to delete / not approve it.
2. Experienced people are able to upload malicious code that installs remote backdoors or destroys entire blockland installations without a moderator to stop the content from being released. Sure, someone will find out, but then 20 new people will already have it downloaded, lost everything, and quit the game forever.

You guys haven't considered one thing. Before an addon gets to the "download zone" (a.k.a. the first page) it has to get through a layer of stuffty addons by being upvoted.

There wouldn't be any stuff-ons on the first page. I'm also wondering whether you could write a bot that creates a disposable email, creates a steam account, signs in, upvotes the content, abandones the account, changes to another proxy, repeats. Or do you have to own the game to vote workshop content?

you probably do, steam community is p off-limits until you have games on your account unless they changed that with one of the changes awhile back, probably to avoid that kind of thing.

Your blockland folder is in C:\Program Files (x86)\Steam\steamapps\common\
Put add-ons there. If you don't like it's location, create a shortcut and put the shortcut on your desktop or something
