VAC is always delayed so cheat makers can't easily test if they bypassed the latest VAC or not. Expect pefu to be VAC banned by next week.

This is correct, although it's not really a set length of time so who knows when it'll hit.

Doesn't matter.
I'm pretty sure the only way to use hacks without getting VAC'd is to disconnect your internet completely.
Still may trigger the previously downloaded VAC and log it or something.

you can see the radar has the grey arrows instead of yellow meaning they're bots(?) so it was probably just his server and he enabled cheats

If CE was detected, that's that.

I don't actually remember if VAC takes action as soon as CE is launched or only once it's attached to the game, but in either case if he used it on the game at all it doesn't really make a difference.
