it isn't now but i bet you if ISP start making you pay for sites it'll become illegal
It wouldn't be illegal, it would just probably void the terms of service and they would cut Internet to your house and probably fine you.

Life, liberty, and accessing information through a privatized medium that you do not own.
The internet is a massive entity that can be accessed anywhere by anyone. It can be controlled by a single group because of how vast it is. It is like the ocean, you might have claims to a certain part of the ocean. However it is impossible to dominate all of it. The ISPs should only control the ability to access the web and nothing more. Giving the power to block certain things would be like Fed EX denying Singapore shipping access to ocean and other ports just because they are the sole shipping company in the area.
