Zeblote is correct in this case, the camera must be centered at the current eyepoint of the client.  The rear view mod does exactly that.  Creating a new viewpoint floating above the client is simply not possible with client sided code.

Filtering out which files to download and which files to not download is done on the client side.

You might be able to trick the client into downloading them by telling him that they aren't textures, but there is no way for the server to see whether you got them or not.

also, if turning off downloading for specific things doesn't stop the server from sending the data
why would people still be suggesting to turn off the options to speed it up if it doesn't speed it up?

The server sends you a file manifest, the client parses it and requests files it doesn't have from cloud.blockland.us
