You buy the gift card and you can buy things from that store for the amount of money you bought it for which is useful if you have cash money or don't have money on your credit card, that's why.

Some people don't have credit or debit cards to buy things with, their parents wont let them buy credit from steam, or they have the money and would rather use money than a card or they use money because of the first two reasons.
