The humanoid models on the planet would begin to move, looking around, before one of them lets out loudly in english, "Experiment, <::COMPLETED::>, self destruct enabled." And thus, all the humanoid drones would begin to shake, violently, before they explode, blowing apart as Dark Matter cores drop to the ground, completely depleted. The blown up parts don't look like they can be of much use, as they were cleverly blown apart to the point that even if they weren't small pieces you wouldn't be able to make out any new info on the models. The fleet nearby, ping the simple message to all nearby ships, "<::EXPERIMENT COMPLETED, RESEARCH PUT INTO AFFECT, COMMENCING WARP::>" before they all warp away, out of FR space, and probably-- Hopefully, back to SHKPD space.

The SE ships warp back to their home systems and resume their regular patrol.

The railguns that TC previously had made for SE are equipped with extreme high powered scopes, and attached to the bay doors of specialized drop ships.  They are tested on a desert planet in SE systems.

A man on the ground provides GPS coordinates for the target location, the target being a large hard backed wild creature native to the planet.  The coordinates are uploaded to the railgun, which then proceeds to adjust its barrel to the gps coordinates.  The operator shoulders the railgun and peers through the scope.  The target is just barely visible.  He centers the crosshairs on the target and presses a button on the side of the scope, which, after a few seconds, creates a small dot on the target's center mass.

The railgun begins to adjust itself automatically to aim directly for the dot created by the scope.  The operator presses a button on his helmet, and relays information to the ground units.  He awaits for them to issue the order to fire.  They give him the order, and he quickly walks to the side of the weapon, pulling a bolt on the weapon back and allowing a round to chamber and fire itself a few seconds later.  It emits a barely audible thump to those inside the drop ship.

Meanwhile on the ground, a projectile quickly soars through the clouds and hits it's mark, the creature erupts in a ball of dust and fire, a shockwave rocks the nearby ground which kicks up even more dust.  The dust blows away quickly, the target is completely eradicated.  The men on the ground begin to cheer at their success.

If you accept, we'd like the weaponry to be unique--one that no one in the star cluster currently has. We would also like for you to keep it exclusive to us, meaning don't distribute the new form of weaponry to any other political power. Deal?

I understand Hyperion Force is a private economic entity, not a political power, but the Ursus Empire still feels this is a violation of our agreement.

Titan Corporation is described in its OP as a conglomerate.  The companies "Hyperion Force" and "Promethian Security Systems" are parts of Titan Corporation.  Titan Corporation, as the holder of the QMPS patent, can do anything they want with them internally.  The Ursan Empire's terms included not sharing them with any empire, and legally as the commissioning party, the Ursan Empire does not have any power in controlling internal affairs of Titan Corporation and its subdivisions.

Technically, the Ursan Empire did not actually commission the QMPS project, since they did not fund it.  It has commissionary intent, so it must be treated as a commission.

See my logic, Swat? Also, I doubt a country of humanoid-bears will bother to regard a patent.

A patent is a legal right to produce something.  It isn't transferrable unless the holding party consents to it.  This is for instance why moonshining is illegal.

And as always, patent locks just in case that someone tries to violate patents.

If they don't violate the patent, they will still be able to purchase , repair, and use QMPS.
