If it continues, they both get muted as a warning, if it continues, it will be a ban.

It depends what and how much they are spamming, if it is a little, I suppose a mute, otherwise, a long mute. If they do it again with the same thing then they get banned for a small amount of time, unless they did something else that ruined other people's fun.

•Why do you want to be admin?: Of course I want to create a valid expression to all the players. I would help stop unreasoning arguments with enough warnings to stop. I will make sure they learn their mistake by joining the server with stupidity. I am one of those restricted admins, always getting onto their back until I have enough information of the issue.

•Finally, to make sure you have read thoroughly, what is the goal of this server?
Basically you want players to be in a hotel with their own room with stuffs, pretty much a socializing server.

I'm starting to see a pattern here. Let me reiterate the application questions a bit. By "spamming", I was referring to chat spammers.

Also, age is required for several reasons, but, in essence, the reason is because younger children tend to be less mature (although, I have met a few very mature children in the community). I need to keep age in mind. Sometimes people fake applications (IE: Aren't actually mature).

Why is this not optional, why do you need to know our age. Why does it matter to you, what if you are 7 and you only accept people that are 18+..

Good. Also, you could just have a message chat with them, no need to call, that doesn't really matter.
