Most people (who aren't psychopaths) associate "killing stuff" in video games with combat.
So are you saying you just want to go around killing people who won't fight back? If that's the case then something's wrong with you because that literally isn't fun. You might as well just set up a bunch of army men and shoot them with nerf guns. Or just knock them over.

To answer the question in the title though, New Vegas is the vastly superior title of the two. Still pretty stuff, but not pooprichard sewage runoff like FO3.

it doesnt look interesting at all to me. graphics arent great, setting isnt great.
