It's a completely different problem, that has nothing to do with the topic, except for the fact that it falls under forum restrictions vote.

I completely disagree with restricting new members, and I seriously doubt Badspot is going to take the time to bother with more usergroups and permissions, considering how much he hates SMF already.

There should be rules for different things.
like Players can only use one emote on each reply, newbie players cant post for 24 hours, you can only make a new topic every other hour, but you can make a reply every 5 minutes, and newbie players cannot start topics in the add-ons or clan section till they become a full member but they can reply. I know it would probably be unlikely that any of my ideas shall come into the thought of badspot.

Maybe an appeal system so you have to make a build app and written app to join the forums.
