Definately can be made in C++ using Ultimate3D and OpenGL.
That looks like a Playstation 1 engine. I'm looking for an engine that can impress in graphics. But not where its very demanding. Ultimate3D is just AUGH!

Textures are like the strawberries on a cake. You eat it first. What's important is the gameplay (filling) and the speed in which it runs (topping). Not everyone likes games that run on 4fps (vanilla) but many people like games that run on 30+fps (chocolate).

Unity sounds better! UE3 is too... well UE3 is made for much bigger games. But Unity is poor in texture quality from what I can see from other Unity Games.

Definitely could be done in unity; If you get someone to do models and someone else to do sound, I could potentially code it if it actually becomes a thing.

Could be quite an interesting game.

I can model a few things, texturing is a pain though.
I also could potentially work sounds if needed.
