So as most Blockland players know, you can teleport below the ground and freefall in the "underworld". But you can't build on the ground which is now above. So I thought of the idea of making a mod to be able to build underneath the ground to make strange, cool structures. If anybody makes this mod, you don't have to give credit to me.

No, you can't.

This is impossible because of the way the game engine is. At least, I think so.

I don't think this is possible but I do remember being on a server where the host could remove the ground...

You can remove the ground, but you can't build below 0 even if you do. You could do this before v21, but not anymore.

That's the problem. There's really no studs (invisible or not) on the other side of the ground.
