I do months from 1pm est to 12am est
that's how the year system has been working since it began
there's 12 hours (when everyone is presumably awake) for people to rp and 12 hours for them to do whatever else
tl;dr 1 day = 1 year NOT 2

tech tiers open up like this:
1. 1836
2. 1840
3. 1880
4. 1900
5. 1905
so that way you can't beeline to machineguns and dominate everyone
this makes it so you have to research techs from other branches in addition to the one you want in order to keep up
tl;dr all techs after the initial one have an activation year where you can begin researching it (of you have the prerequisite techs obviously)
the initial and first tiers are open as soon as the game begins
the second tier is open when 1840 rolls around
the third when 1880 rolls around
the fourth when 1900 rolls around
and the fifth when 1905 rolls around
