Because they are, hard to make, maintain, probably takes years to train the mechanics, the aircraft costs a forgetload to operate, ammunition is probably special made and in that case also expensive and hard to make.

What does the first prototype plane we encountered look like anyways? The one that shot down two guys from Valkyrie.
