Because you dont have as much of a variety of things to do while making an addon if the engine is never updated.

I'm pretty sure the game will be updated eventually, and it's not redundant because there's currently no add on system with instructions of how to use the add ons. that's the main feature I was looking for in this at least. there's probably more things that are needed too
