the whole premise of half life is that you are being controlled by the gman, and that despite being a symbol of rebellion and being named freeman, he is never truly free in the course of play
an open world half life would go so against the overarching theme of the entire series it just wouldn't work

valve should make a half life game where you are the combine
as like an expansion pack tho, not a new game
if that hasn't been done already by the modding community
