Listen to the tapes.

Paranoid hacker (Raze) hackusates me after boosting himself to Infamy 20; giving himself rapid fire injecting, invincible injecting, keycard injecting and drill reducing.

I gifted a friend payday 2 and he already played for 5 and a bit hours and asked if we could play together.
He had infamy 20... "I didn't hack, I just play in offline mode, it doesn't track my game time". I gifted it him a week ago?

I want to make a statistical argument on how he got there is complete and utter bullstuff, but I need to figure out how much exp is required for each tier, including boosts/etc, as well as see how many high exp jobs he would have to do non-consecutively (exp penalty), and how long on average each job takes.

Before the MASSIVE EXP boost, it takes averagely 300 hours of Rats Proverkill to reach 5-100. IIRC

Doing the math on that would mean it would take you 6000 hours to do it, meaning 250 days, meaning 8 months (using 30 days in a month), meaning that you would be spending at least 4/6 of a year making meth in a game. That's taking into consideration that you don't sleep and stuff.

From level 0 to 100, you need 23,336,413 EXP. A Proverkill Hoxton Breakout gives 1,056,000 EXP. So 23336413 / 1056000 = 22.09. You'd have to do that heist 22 times. It takes about 30 minutes to do both days of that heist. 22 * 0.5 = 11 Hours to about reach level 100.

March is in Double EXP month, so 5.5 hours to reach level 100.
Don't forget Infamy and Perk Deck multipliers, making that time even shorter.

(Calculated with recent EXP dosage, too. This maths is of current time)

Edit:
Oh and by the way, 5.5 * 20 = 110 Hours. A week has 168 hours. A average human sleeps 56 hours a week. So Espio's friend has 2 hours of leisure time in between sleep and playing Payday 2 non-stop to reach 19-100 in one week. (Dated in Double EXP March)

But of course the infamy bonus gives him even more leisure time.

forget yeah mathematics

A average human sleeps 56 hours a day.
There's only 24 hours in a day. And I'm pretty sure a human doesn't sleep for almost three days in one go.

Who can beat my record of 230 kills on Proverkill Hoxton Breakout Day 2?

That's to be expected with builds like that.

I'll try out my utilidozer build sometime and see how I do.
