Some could be children, disabled or too old to fight.  With that in mind, I'd say around 12,000.  Since the description says every man is trained to fight, you could expect 5,000-6,400.

The very first cbrown town is being built in order to provide water and a path for food shipment in the most popular farm land, who's properties overpass the river that runs through. This cbrown town is to be built to allow a better expanse of irrigation but also shipments via boats who couldn't have reached a few parts.

Expected to be finished in a couple of years.
