The Avalonian army looks unto the army of 6,000 Britonic forces standing before them, and sees in the back, the king and many nobles riding on horseback, clad in armor. They stand atop an opposite hill, overlooking a thick, misty forest that stands between the two hills.
A dispute between a moderate officer and a regular scout near catches the general's ear. The general approaches the officer and sees him about to draw his sword and run the scout through for what another officer tells the general is subversion.

Offer them parley; enough honorable blood has been spilled. Avalonia's terms for their surrender are merely that they accept Avalonian control and that they desist oppressing Avalonians in their lands. In exchange, Avalonia will cease military action in the region, provide public works projects such as roads, and allow existing nobility to retain a certain level of power. Avalonia's yoke will be light - these are an honorable people. There is no dishonor, however, in accepting this defeat - it is better to live in defeat than to leave widows and orphans in defeat.
The officer is stopped from running this scout through for the time being. The general assigns a subordinate to hear out what all this commotion is about, and to report it back to him along with any pertinent information from the scout.
Ideally, the Avalonian system works with tens; ten men are under one man, who is in a group of ten others commanded by another man, and that continues up until the Golden Generals in The Council. Promotion is by merit, battle experience, and honor (honor is included because a higher ranking officer must command the respect and obedience of his subordinates; simultaneously, his subordinates remain honorable by respecting his authority; if a higher ranking officer was less honorable than his subordinates, it would still be a requirement of honor to obey him, but they would, of course, find it harder. While honor is not a deciding factor in the outcome of a battle normally, its positive effects within the structure of command and troop morale make up for any slight loss of strategic or military experience among officers as honor alone does not decide promotion and those with great battle experience and merit are considered honorable anyway). Obviously there are not perfect tens all the time, and the remainder is simply placed under a special regiment under the command of the eleventh whatever rank is holds the approximate subordinates that there are extras.

The Garrison of Nazgar is a special force apart from the main army but with similar structure. It is under the direct command of the Chairman of the Avalonian Council and is sort of the equivalent of special operations forces - they're the best of the best and get all the best cool gear.
