Here's the facts:
E-Juice (and not the blu-cig cigalike bullstuff) is composed of Vegetable Glycerin, Propelyne Glycol, flavorings, and if there is nicotine, then there's nicotine.

It is vaporized, meaning it changes its state from liquid to gas. It is not burned, or has anything to do with a chemical combustion, unless you burn your cotton (you shouldn't have it get this dry every anyway).

Same ingredients as what goes in and out of smoke machines. The only harmful thing would be nicotine, but make sure you only buy liquid from reliable sources (or make your own, but again be careful with this) because it's unregulated.
