There's also the fact that FNAF 3 was the perfect ending to the trilogy and it would be ruined if Scott made a fourth one.

If you complete Night 5 and all minigames you get an Extras menu.
It has:
Animatronics
Minigames
Jumpscares
Cheats

The "Aggressive" cheat is under the Cheats category obviously.

You turn it on and Springtrap and the phantom animatronic hallucinations become more aggressive.
