Nanobots in the majority of cells is like billions of cells and would cost billions of dollars for just one baby.  Then make it a baby boom.
We are talking about stuff like really early pregnancies.

Really, really early. And forget nano-bits, I meant something like a genetically modified virus that would specifically do stuff like I explained.

And it is a possible reality. Scientists can already take out a section of DNA and replace it with something else. This IS what viruses do, anyway.

FTI has complaints about the nanobot usage to pregnancies.

This is mainly use to prevent mental and physical handicapation.

Due to a baby boom, Atenisia expands its borders to properly organize fields for food. Towns sprout up, and commerical centers in the towns flourish and the people eating the foods flourish due to the *uhum* genetically "advanced" foods. Farmers still exist, but most of the work they do is program the robits to do most of the work.
How's this? Might be a little too much, but hey that's your call. You want these borders?

NEWSFLASH - Over 10 million people have arrived onto Terra Nova during the ship's trip back to Earth.

Things you can do:
You can choose to double your populations, though this doesnt really have too much involvement with the story. So do this anyway if you want.
You can increase your populations a bit (this can stack with the above)
You can choose to threaten them into joining/not joining your nation
Or do whatever you think.

Disabilities are not detectable at that time, and are likely detectable until as late as the third trimester of pregnancy.  Besides, such an investment can be wasted in the common event of a miscarriage.

The DM facility is completed.  Tests go as far as the SERBA tests went, and observe the conditions.

Radiation levels seem to spike at a certain point before leveling off.  The tests continue with more powerful settings, and BC isolates 1 μg of it with 44% power settings.  The production machine is slowed down to a stable point, and the DM is left in a vacuum, suspended in a magnetic field.  BC is waiting for the sample to cool before it can do any tests on it.

BC hires from amongst these masses, several thousand more qualified employees.

Disabilities can be easily detected through the use of just reading the genes on a computer? We ARE supramodern. Simply injecting embroyos with a virus that changes a specific disease would be easy and cost effective in the long run.

Stop nitpicking.

Atenisia, being the obvious choice for residency due to its heightened freedoms, relatively low crime rates, and lots of land due to recent expansions, offers residency to any persons from the ships. The population increases by 5 million.

Atenisia send specimens and other researchable materials back to the space ship before it leaves for Earth.

Added nyx to op. I'm also gonna assume you're okay with my map so i'll add that to the op as well.

It's a waste of your money.  To me, the following factors seem close to impossible.  I mean do whatever you want, but I'm sure that regardless of time period, you would have this debate:

Against:
For:
This experimentation and treatment is unethical. For science!
It is a breach of human rights.Because it's cool.
It violates the sanctity of life. Why not?
It still only has a small possibility of working.A potential benefit.
The cells would divide before:
  • The proper modifications would be able to tell the genes to produce the improved strain.
  • The active treatment would be able to take place.  (bots/bits, whatever)
The process could accelerate the possibilities of a miscarriage.
The process might cause worse defects.
Miscarriages could render the whole operation a waste of time, money, and (bits/bots).
Taxes would be acutely raised to accelerate this program.
People would feel this is not a power the government should own.  In a nation that seems to parade its freedoms and rights, this is a very shady thing to do.

Really now?  Let's take a moment to think.
Disabilities can be easily detected through the use of just reading the genes on a computer?
Okay, let's unravel 46 different chemicals for each stem cell that is at longest six feet long, and view each one in an electron microscope ONE ATOM AT A TIME.

We ARE supramodern. Simply injecting embroyos with a virus that changes a specific disease would be easy and cost effective in the long run.
Viruses don't do that.  They keep mutating themselves and use cells like parasites to create more of themselves.  They would not be able to carry all the DNA needed to solve any disabilities.  Furthermore, each strain of virus would have to be a fit match for the patient embryo.  Since all life is unique, there is no one-size-fits-all virus.

Stop nitpicking.
No.  You're doing dumb things.  I'm doing this to protect you and your finances.

Feel free to add any support in your favor.

You do have a good point, and I don't want to start anything.

so there, edited it out.

Sorry, what's this facility?

FTI supports BC's protest against SERBA. Also the solar disc is complete from electronic side. Just need to send it out and build it in the hull.

Research complete: In theory it should be possible to convert matter to light and back. This can be used to transfer matter fast around the solar system. But its just a theory.

Now researching: Matter light converter prototype/testing

This better remain "research" for a very long time, buddy.

i has remained pretty long time.
