By being "unable to use Windows" I meant he was implying that I shouldn't be excited because I don't use it. The problem with that, is that I do use it. I just also use Linux and think it is a great OS.

1.1 is the second major version of 8, silly. You can't have a tenth of a version unless you shut off your computer in the middle of the installation.
