She should be allowed to have fun in whatever way she wants as long as it's not absurdly destructive to her health. Drinking some wine at 14 isn't going to damage her, so there's no reason for her brother to report her for it. I don't personally think she should drink, but it's really not my call. It's also not the OP's call. It's hers.

Parents definitely have a right to raise their kids, but we're not talking about her parents. We're talking about her brother.

Let me clarify: if her parents found the bottle themselves, they would be entirely in the right to exercise discipline. Her brother is not in that position of privilege. He would be overstepping his moral boundaries to take her discipline into his own hands by telling their parents.

I'm saying that other people can try to influence her decision, but nobody besides her parents (and, to an extent, the government) can actually force her to do something she doesn't want to do without being immoral in my book. It would be perfectly fine for him to have a talk with her about it and try to convince her not to drink anymore, but if she says no and continues drinking then he would be overstepping his bounds by disciplining her via their parents.
