Can the loving OP just do something about it and lock this thread.
Live by reason not law.
You don't rat out on family, which matters more to you, your sister or a set age regulation created 80 years before she was born.
And the reasonable thing to do would be either;
1.) Tell his parents and let them deal with, not for the fact that she's drinking wine, more for the fact that's she's stealing it from her parents, also she's blackmailing her brother.
2.)Talk to her about it
The lawful thing to do would be to just call the police, which isn't a good idea at all.

Also it's bad when you're young and you're drinking alcohol, seeing a kid running around screaming stuff they wouldn't normally do is kinda weird.

It also is simply not right to allow a child (teenagers included, even though I'm sure a lot of you guys are smarter than adults) who thinks they can handle it to consume alcohol. Like trinick was saying earlier in the thread, the alcohol can defect or hinder the development process. You can't just step back and say, "Well the kid should know that. Its his/her own fault/choice if they permanently damage themselves." It's your own decision on whether you want to stop it or just look the other way, but supporting underage drinking is handicapped.

In order to deflect upcoming rages, I have answers to some backwards statements I've seen mentioned in this thread:

1) But a little bit of alcohol won't significantly hurt you.
