a thing that could have existed but riot didn't want to do.

pros could have used it for practice by instantly being level 18 with all items they wanted and faced off with each other
we could have richarded around and had matches at instant full builds
we could have tried champion changes
but riot didn't want to add it

I don't know how much of this relates to the sandbox discussion(I didn't really read it but found it in a sandbox thread), but here is a bunch of instances of riot being handicapped and stuff.
