I don't understand why the maximum bitrate is 3500, it seems really subpar for 1080p streaming, the recommended is like 8000.

This also brought me down to about 30fps, even lower, but I have that issue with OBS nowadays. I think its just my CPU degrading over time

They may be testing out how much load it's putting on their servers and slowly boost up the max bitrate.
