Assuming a gender-neutral world, yes. Ours is not such. In lots of other countries women would not be allowed access to computers, whether socially or legally.
Well judging by the way people here jump on any user that is a female, whether white knighting or accusing of being a dude, I don't think any female would feel safe or welcome here.
